Justice Minister Ayelet Shaked has announced a plan to promote a “Norms Bill”, applying Israeli law to Judea and Samaria (West Bank). The bill was brought forward during the term of the last government, but was rejected by the former attorney general, Yehuda Weinstein, who opposed the bill, stating that it undermines the status of the sovereignty of the OC Central Command.
Although Shaked said the goal of the bill is to equalize conditions among all Israeli citizens, some argue that the move effectively constitutes annexation.
IDF Maj. Gen. (res.) Danny Efrony, speaking to the media for the first time since leaving the army six month ago, talked about the complex legal situation in the territories; the administrative differences of Israeli and Palestinian Authority control in areas A, B and C; the relationship between Israeli and military law and what a “Norms Bill” will mean if it is legislated into law.
Maj. Gen. (res.) Danny Efrony was the IDF Chief Military Advocate General between 2011
and 2015.
